The Role of the Federal Government in Agricultural Research1

Abstract

Many searching questions are being asked today about the role of the federal government in research. And these questions are coining from thoughtful people—friends of research, who are convinced that a broad program of scientific inquiry is essential to national growth and prosperity.

Among the questions are these: What types of research can best be done by federal agencies, and what kinds should be performed under grants and contracts financed by the national government? What is the impact of federal money on universities and other institutions? Should federal research expenditures continue to grow as they have in recent years?
